Hi there. 

Can i do a stereo pairing using cables , with the output coming out from a Nobsound fully balanced passive preamp? Which should have a left and right RCA channel output

I need TV movie streamer to be source of audio. 

Assuming this wired connection can be done,  does the sound coming out from the left speaker plays on both tweeter,  or on single tweeter only?
